BIS CERTIFICATION FOR ELECTRIC FANS AND SMART METERS
The Indian government is gearing up to implement Quality Control Orders (QCOs), making BIS certification mandatory for electric fans and smart meters. The Ministry of Commerce and Industry is following a successful precedent set by quality checks on toy imports and is contemplating similar measures for commonly manufactured items such as smart meters and ceiling fans.
Talking about the data in the year 2022, India imported ceiling fans worth $6.22 million, and this was 132% more than the previous year. During the same year, electricity smart meters were imported for $3.1 million, with China accounting for about $1.32 million of that. After the government introduced quality control measures for toys in 2020, toy imports dropped significantly. In the three years following the new rules, toy imports went down by 70%, falling from $371 million in 2019 to $110 million in 2022.Notably, imports of toys from China also decreased by 80% to $59 million during this period.
Government officials from the industry department are actively evaluating standards for products that can be produced domestically. They are striving to introduce QCOs wherever product manuals, standardization processes, and testing laboratories are readily available. In response to the pandemic, the government has taken steps to enforce quality controls to curtail non-essential imports and bolster the growth of the domestic industry.
While the BIS certification scheme typically operates on a voluntary basis, the central government has made compliance with Indian standards mandatory for several products due to various reasons such as public interest, safeguarding human, animal, or plant health, ensuring environmental safety, preventing unfair trade practices, and upholding national security. For such products, various central government line ministries mandate the use of a standard mark, which is obtained through a BIS license issued via QCOs. These QCOs are developed in consultation with BIS and relevant stakeholders and are subsequently published by the central government.
In order to employ the standard mark and market their products in India, manufacturers must secure BIS certification for their products.
BIS issues certificate only after a thorough verification process to ensure compliance with applicable Indian standards. Manufacturers are responsible for ensuring that their products meet these standards to obtain a BIS License. The Bureau grants BIS licenses following a successful assessment of manufacturing infrastructure, production processes, quality control measures, and testing capabilities.
